fr's & time delay

why is there such a big time difference from when a booking request has been made & confirmed to the time a guy can write a fr, does anyone know

received a email from aw a few hours ago asking me if i wanted to a submitted fr & feedback to go live from a booking that took place in march 09

i replied no as it was over 2yr ago now so i found it pointless

surely there should be a smaller timescale than that
