Could be a number of reasons. From tech errors to human errors/reasons.
When a performer wishes to offer directchat they would enable it on their profile and click the "available now" button, this button lasts for 2hours.
If a member was offering it for the first hour then stopped working the icon would still be lit for the next hour, meaning you may call and get no answer.
Other reasons could be they turned it on and they are offering it but they left their mobile on silent by mistake, a family member walks in, toilet break, someone at the door etc.
To try and exclude these reasons it may be best to send a quick message to the performer first or drop by directcam (if on) and ask can you call.
