Add to this the fact that a clean STD result is only a snap shot on the day, at the exact moment they took the samples. Some STDs also take time to incubate and be detected, so I do not think they are relevant.
A clean STD test 'certificate' could also encourage clients to try for bareback, or at least lull them into a false sense of security. Lots of men already think because they pass their GPs general health check, and haven't slept around that much that they must be 'clean'. It only takes one in the chain.
In my opinion it's a nice idea but not workable. Far better to only partake in activities which fit with your own acceptable level of risk, and make sure you get yourself checked regularly.
