OWO and any other sex act which does not involve a condom or barrier (such as dental dams) carries a significantly increased risk of the person performing contracting an STI or STD, some providers will not be willing to take that risk. That's not down to greed or trying to rip the punter off, if the provider contracts a treatable infection from providing OWO they have to stop working until it is treated and gone. At best it only affects their income for a short time, at worst it affects their health and personal relationships for the rest of their life.
