You just need a PIN...this is from their FAQ

Once you receive your card in the mail, you can activate it as follows:

1. Online at www.payoneer.com:

Click on 'My Account'
Enter the User ID and Password you chose when your card was ordered, to log in
Click on 'Activate your card'
Select your 4 digit PIN number and submit
You will receive an email confirmation for activation

My card works on the cash machine, no problem. Just in shops I get declined.

ive gotta say the charges onit are a joke tbh ...... i used to use my mine to buy stuff online and withdraw from ATM machines im so glad tho i no longer use it tho couldnt be dealing with all the charges i only reason i got it was down to epassporte going bust ..... bank transfers daily all the way now ..... x
