Can't change anything

I can't add a description to my profile, I can't set a gender (none is set currently). It doesn't matter what I try and change I get the same error 
"Sorry, you are not permitted to change your gender". I cannot change any details at all. ???

I can't find anywhere to do that unfortunately. The help centre window is huge yet doesn't lead to any direct contact form it seems.
