I suspect the East European contingent has had a distorting effect on the market, too. E.g. average income in Poland is less than a third of that in the UK, so Polish workers can undercut the UK market and still end up feeling wealthy when they return home. It's something that has affected many other industries in the same way. Also some service providers will be working outside the UK tax system, while others will be declaring, and so have that extra expense to factor in...
