To help girls who are streetwalkers, you would have to deconstruct issues surrounding addictions, organised crime, trafficking, importing and exporting of illicit substances, illegal weapons, homelessness, mental illness, abuse, violence and the list goes on.
Moreso, these girls have got to WANT the help... Which you might find is already out there in one way or another, and is just not being used.
Where would the 'help' come from? Who has the resources to deal with all of the above and more? Pretty much no-one, which is the worst part of it all. You can throw as much money as you want at trying to eradicate streetwalkers and their pimps and everything else that surrounds them... But it's ultimately not going to be enough without people with time and patience and resources of their own to facillitate.
It's unfortunate... But I certainly don't have either the desire, time, or resources at my disposal to help in any real way. I'm not sure I know anyone who does...
Sadly you're absolutely right - a magic wand would be quite handy, but anything short of that doesn't stand a hope in hell of succeeding.
