You have probably filled in your location and that could be the reason that Twitter suggests people you know in your area.
I nearly had a heartattack when I saw a suggestion about following my niece! We had both filled out location with 'Copenhagen, Denmark' - and if I get that suggestion it's only a matter of time before she will get me as a suggestion.
