I once had my identity threatened- scared the shit out of me- surely she must know how it feels to be threatened whether mentally or physically so why on earth would she want to do that unless she's a greedy little so and so who needs a good scare to show her what her priorities should be!!
does she have any proof- because it's his word against hers othrwise, and well if she's the type to be blackmailing i can't see her being the more believable compared to a respectable officer..

I once read on another forum I'm a member of that police officers have a 'go to' person or helpline they can speak to in confidence if they find themselves in such a situation. It might be worth his while investigating this option?
